The ability of a race car to traverse a race track in a minimum amount of time depends on many factors. Engine performance, tire grip, suspension design, aerodynamic downforce/drag, center of gravity, gear ratios and braking ability are some of the key criteria that determine the performance capability of a race car. The ideal (quickest) racing line is the path a car follows when these parameters interact in an optimum way. Oh yes, this is where the driver comes in.
