Until the electoral college elects a president by absolute majority, the person projected to be president-elect is not actually president-elect. However, the prior comment is incorrect in conflating members of Congress with electors. They are not the same people and in fact electors cannot be acting or elected federal officials. Thus, members of Congress absolutely cannot serve as electors while in office or running for office.
