@Roostery123: See WP:UWLEVELS. In general, Level 1 assumes good faith, Level 2 doesn't assume faith, and levels 3 and 4 assume bad faith. Many many antivandals just start with a level 1 and increment the warning each time the editor re-offends. This was a tough one and looking back this probably could have been a level 2, but given it was an unsourced addition with a heavy skew of POV it seems I was suspicious at the time.
