I am the person who made this change. There are several reasons why I have done so: 1) There is no citation to the relevant statute or administrative rule allegedly illegalizing the practice of participating in a trucker's convoy. 2) There are at least 195 nations in the world, not to mention 50 US states and various other sub-national jurisdictions, each with sovereign control over their own roadways. The jurisdiction in which this practice is illegal is not specified and it is unlikely that every jurisdiction in the world has outlawed the practice, or even most. Therefore, the relevant jurisdiction must be specified. 3) Anyone who has driven city-to-city on a US interstate has observed that trucks seem to clump together on the road - which strongly suggests that convoying is still widely practiced and likely still legal (or at the very least the ban is unenforced) in at least most US states. 4) The proximity of this change to the Canadian Freedom Convoy, as well as the way in which information was removed for fuel conservation (suggesting an economic utility of the practice) while leaving the information about evading speed laws suggests that the primary impetus for this edit was the advancement of a political position related to current events rather than anything to do with Wikipedia's mission.

I am personally of the opinion that the edit should be rolled back entirely; however, rather than start an edit war, I have decided instead to simply draw attention to the bias by specifying that a citation is needed.
