The notice you removed instructs editors not to restore or edit the blanked content until the issue is resolved by an administrator, copyright clerk, or VRT agent, and it links to this guidance on how to supply evidence of non-infringement (which also reiterates that editors providing evidence or rewriting articles should not remove {{copyvio}} tags).
