[edit]Hello. I don't think that the edit you've made, changing Israel to Tsipi Hotovely is right. She acted in capacity of official presentation of Israeli Government and the article mentioned claimed "Israel slams Sweden" and not "Tzipi Hotovely slams". So, I think saying Israel here is more proper than saying "Tzipi Hotovely". Israel is not one voice, as you mentioned, but in the article it was used to mention official Israel.
