SOme issues of neutrality - there are some non neutral words, like 'crucial' and 'fundamental' - these are evaluative - for examplein sentences like this: "the political support of the EU, NATO and Italy at the international level has become crucial. For Ukraine, Italian support was fundamental for Ukraine's EU aspirations as well as for resolving the Russian-Ukrainian conflict in the Donbas region and the annexation of Crimea."
