We have a persistent vandal/sockmaster/Point of view pusher that uses the IP address you have been editing from. But you may have been blocked in error, for which I would like to apologise (I initiated the request that identified your ID as being associated) for any inconvenience. It has the authority to enact binding solutions for disputes between editors, primarily related to serious behavioural issues that the community has been unable to resolve.
