Grammar Rules

Hi everyone - I'm sure everyone is seeing the grammar edits that I'm making to various pages; please note that all punctuation besides colons and semi-colons goes inside of the quotation marks, without exception. So, for instance:

They instead referred to this as the "dream bill". <----- Incorrect! They instead referred to this as the "dream bill." <----- Correct!

There is a lack of consistency within all of the pages where this is concerned.
