To create an English version of an existing French Wikipedia article

I would like to create an English version of an existing French Wikipedia article. However, as a new user, I currently lack the required experience level to do so. To edit in English, Wikipedia guidelines recommend being an experienced user, which typically involves making a minimum of 500 changes and edits and having been active on Wikipedia for at least 30 days. I have already prepared the English translation of the article.
My question is, if I provide the translated text to an experienced Wikipedia user, would they be able to create the English page and add the translated content for me?
