"Such" used in that context is called an antecedent (from the present participle of Latin antecedere, "to go before"). It was referring to "minors" as previously used in the sentence, so the substitution I included in my edit summary is a useful exercise.

However, as is often the case, I found it better to reword the phrase altogether than to debate about English usage and grammar.

Yeah, sorry for being nit-picky; that particular wording, whether correct or not, just didn't seem at all right to me. Again, sorry for unnecessarily making a big deal out of this. Thank you again, and have a great day  :)
