Under construction note

Did you not see the under construction note on Uragan-class guard ship? I stepped away for a minute and now I have to unfuck what I unknowingly fucked up because you did what you did when you did it and couldn't just wait until I was done and removed the notice. Don't assume that an editor doesn't understand that there are still things need to be fixed when there's an under construction notice on an article. Especially one that's limited to just one section!
