Nebraska license plates
When you say "it had the X-largest number of vehicles registered in the county when the license plate system was established in 1922," I understand what you mean, but wouldn't it be more correct to say: "it had the X-largest number of vehicles registered in the STATE when the license plate system was established in 1922"?
Since vehicle registration was done by the state of Nebraska, any given county's number would be based on its state-level number of vehicle registration in comparison to the other counties.
The sentence is also a bit off because when you say "it," you're already talking about the county, so you're saying "[the county] hand the X-largest number of vehicles registered in the county when the license plate system..."
