I don't believe the rule applies here, as you're working on an article within your userspace- hence, the use of the fair-use image is reasonable here if this is going to become an article. I believe that the rule is simply intended to prevent the use of images on regular user pages, you know, for the hell of it. So, in summary, the individual threatening to "block" you really needs to take a load off and perhaps learn a foreign language or knit something, rather than getting on the backs of users who haven't even done anything, really.--C.Logan 08:02, 19 July 2007 (UTC)
