Hello, DeepSkyFrontier! I've given some more detailed information on this issue on the Humanities Desk under your question. In essence, there is no advance on your own estimation that the decision on mass murder was taken around October 1941, but I have given some more specific reasoning on why this is a 'best guess' date.
