Hey DevOceans, I'm doing online support for your environmental econ class and I noticed your sandbox on prior-appropriation water rights. As you probably know, there's a wikipedia article on the subject (but it could use some expansion, so this is still a great topic!). You'll find some sources on the history of the doctrine on that page, but there's a great survey paper about the push and pull of appropriation of resources in the US by Naomi Lamoreaux here. It's a bit more general but I think it could help you set up the legal/economic distinction between riparian rights and the different approach we took in the american west.
