Hello. Wikipedia's core policies include the idea that everything in the encyclopedia should be cited to a verifiable reliable published source. In this case, the paragraph in question — including the sentence that was deleted — is referenced to a book (Joseph Fried's Democrats and Republicans - Rhetoric and Reality).
Deleting a sentence from that paragraph and replacing it with an unsourced claim about "return on payroll tax investment" is inappropriate. In essence, the new sentence isn't much more than one editor's commentary. The appropriate solution is to find a reliable published source that supports the editor's assertion.
Frankly, reading that section carefully makes me wonder why it's in the article at all. I'm going to ask other editors' opinions at Talk:Social Security (United States), and I invite you to join the discussion there.
