I usually rely on Wikipedia's German editors to do such translations of text for me, but on this one relied on my English-German dictionary because it was two words. My command of German is limited. If 'two-tiered' is an accurate translation, by all means replace the existing translation, or I can change it if you prefer. I actually made two typos, have fixed the other one. staggered is actually a translation of gestaffelt, but it's only used that way in the sense of spreading an action out over a certain time period.
staffeln also means stacking items in such a way that a series of steps results. That's also what a tier is - like a tier of seats in a cinema.
I'm not a German, but I moved from the USA to Germany 36 years ago, and my German is very good.
