[edit]I saw your questions on the user talk pages of Δ, and Sonia and I thought that I could give your more legal background. Wikipedia's servers are in the United States and are governed by US copyright laws. In addition Wikipedia tries to comply with foreign laws as well. If that were not sufficiently difficult, Wikipedia also tries to make its content freely reusable by other websites. If you have an image that you created, it can be uploaded to Commons with the understanding that you are licensing it to be freely reusable by anyone anywhere. However, most images are not licensed on that basis, and are called "non-free images." Such images are not eligible to be uploaded to Commons, but may be uploaded to just the English Wikipedia with either a license or a fair use rationale to explain why a copyrighted photo can be included in an article without violating the law. The problem is that a fair use rationale is specific to a particular article. In theory, you could put a non-free image on your user page and include a fair use rationale on the image page. However, the community found that this was too much work and confusion, so they adopted a rule that limits non-free images to just article pages. There is no rule against including images on your user page, rather there is a rule against including non-free images on your user page. I hope that this helps you.
