I am from mainland China and I constantly need proxies to reach Wikimedia Foundation sites. It's unavoidable that my outgoing IP address may have been used by vandalizers, and I would therefore like to request an IP block exemption for my account iBugOne. I can prove that I am a sane user with my accounts on other Internet sites like Stack Overflow (which is known for its high quality standards) and personal website, if needed.
