I've been editing political bios for some time and I've never seen the format you've put forward for this article. My preference is that each contiguous time in office have a separate subsection in the infobox. I looked at both versions and I could go either way. Both versions have their qualities. The combined version looks a little better but the separated version seems to be more explanatory. There aren't too many cases where this happens so it's not a big deal. I'll leave it at the combined version for now. If I open a discussion on this somewhere I'll let you know.
