If you are talking about this, it was probably deleted because it seems like an advertisement. Those pages are called disambiguation pages and are used to direct people to an appropriate article on Wikipedia. You added an external link, which is inappropriate. To answer your question, no, you do not have to be here for any length of time to contribute. All contributions are welcome, assuming that they are productive, and not disruptive, or otherwise violate any of Wikipedias policies or guidelines.
