It's very easy; the only headaches come over copyright. As long as it's your own pic, and you're happy to sign up for GFDL or another 'free' licence, then you just follow the instructions at commons upload.

Oh, I see - I think. You mean this bit? I wouldn't worry about it; not really 'vandalism'; think of it as a 'test edit'. Best thing to do would be to just remove it and ignore.
If you wanted to, you could put a note on the users talk page, user talk:165.29.94.1. I see they've already been warned for other edits, and blocked in the past. Looks like it might be a school IP address.
The procedure for these things is to warn the users; you can see how to do it here. After a few warnings, or more serious vandalism, the account can be blocked by an administrator.
In this specific case, though - as it's not really rude or aggressive etc - I'd recommend removing the text, and ignoring it. Hope this helps,  Chzz  ►  15:52, 23 April 2009 (UTC)[reply]

Hi! I'm serving as the wikipedian-in-residence at the Smithsonian Institution Archives until June! One of my goals as resident, is to work with Wikipedians and staff to improve content on Wikipedia about people who have collections held in the Archives - most of these are scientists who held roles within the Smithsonian and/or federal government.
