Definitely lots of room for edits here. Expand the references, and make the article more neutral, as well as add more solid facts directly about IEEEs. Also try and create a sections solely about their uses/impact because they dont seem especially notable without it. The article uses its one reference very well but needs more references to establish notability as well as impact.
