first subsection seems quite important so just turn that into sentences and include your sources!
second subsection, change "illegal" to "undocumented"
I carried over the first source from the link but you'll want to manually generate a citation for that one. This may involve working backwards as to where you arrived at this PDF from
the "Hospitals are..." sentence is a bit incomplete --- I want to know what the implications of this
from "Although" to "In general" -- could use revision and/or moving around --- getting to the "In general" sentence and the one after it are good, but I again want something more after this --- what is the "and yet..." and do you have a source for it?
I see you want to add a few more subsections but what you can do is include that on the article's talk page as something that could be added to your sub-section
