I have to admit that I‘m really not sure, this is not an issue I have run into previously. It can‘t hurt to refer to it somehow, so maybe create a manual citation, and put whatever information is available about this sign (author, location, and so on). The source (i.e. the sign) should be clearly identifiable from the information you provide; the logic is that the citation (theoretically) enables readers to locate the source and verify the claims it supports. The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. The arbitration policy describes the Committee's roles and responsibilities in greater detail.
