- The wild horse and inmate program is a Bureau of Land Management Program. I included the name of the video and how to obtain a copy of the video from BLM. I am Charles Boyer and if you need a copy of the video let me know how to send you an electronic copy of it. By the way, the video was narrated by Mr. Jerry Townsend who was BLM Employee in New Mexico.
