As with other users in this situation, I am procedurally declining this request since there is no direct block on the account to lift and I don't have the time or expertise to persuade the proxy-block people to take another look.

While normally I counsel people in your position to go to WP:IPECPROXY and follow the instructions there to request IP block exemption as a better alternative, in your case I must warn you that, since you have only made this one edit since creating the account, you will have no track record as an editor to review and thus your request may well be denied (If you want to build up a track record, you can edit from other IPs). — Daniel Case (talk) 06:45, 24 March 2023 (UTC)[reply]
