Good project. I noticed you now have information on the deletion log for these, which is nice. Every one that has previously deleted via CFD or SFD needs to be emptied, and all the ones that have been deleted via UCFD should be put in a group somewhere, and each member's page should be checked to see if they re-added the category. If it was simply never removed/replaced in the first place, you should make the change. If the user has manually re-added the category after it was removed, then probably nothing should be done for now, pending any future policy decisions on the acceptability of this. Such categories should have a note next to it, or removed from the list and placed in the "holding pen" page or something. Also, for those of you creating pages on here, please remember to categorize these pages appropriately, or you will just move this gigantic backlog to Special:Uncategorizedcategories (which is currently at a managable size, at less than 500).
