Hi thanks for your email. Apologies for reverting your changes, it does seem that they were more relevant than I thought. However, in my humble opinion such specific details of the English law relating to TV Licensing probably belong in the article Television licensing in the United Kingdom as this article is meant to give greater detail on the UK. Few other comments:

As this is a legal term probably best wikilinked as above.
As the fee is the same for all (baring a few exceptions for those over 75, in sheltered accommodation or blind) this obligation is one which is significantly more onerous for those with low incomes. The law has laid down requirements that are significantly harder for those in lower income brackets, with little disposable income, to comply with.
The fact that licence fees are regressive is already discussed in both articles, so I'm not sure whether this is really needed or the right place to put it.
In 2004 (latest available Home Office Sentancing Statistics) prosecutions for failure to comply (106,453) represented 19.8% of Non-motoring summary proceedings in this country, with 84% of those prosecuted (89,247) being found guilty. 98% of those found guilty (87,747) were fined.
When I say sourced, Wikipedia expects you to provide details of the source. i.e. If it is avalilable on the net provide a link to it.
All the citation ionformation can be put between <ref> and </ref> and it will appear in the references section of the page. The citation templates at WP:CITET might be useful for you and better illustrate what source info you should be providing .
