Stubs vs Articles

Two questions re: Stubs. (A stub does mean expand)

1st - Disregard my first question.

2nd - I am working on the railroads listed on List of Nevada railroads. A lot of work. Should I focus on articles for each railroad or focus on creating stubs and getting a bunch of railroads done and coming back later to the article? Curious as to your opinion on that.

Oh, and a 3rd - I did the list page a little different. I really like it, as it is quite comprehensive and has categories I like (NG, Common Carrier, Transit/Intururban, Tourist, Pvt/Industrial - ALL comprehensive) but..... I had so many railroads that I decided to list them in Alpha order under their sucessor to make it easier to look up. If I stay with this approach, what do you think of having a introductory sentence that refers to something like Alphabetical list of Nevada railroads and have that list in complete alpha order? Of course, doing stubs to get them assigned to the "Category:Nevada Railroads" will also put them automatically in alpha order too.... Keep in mind.... Nevada is one of the smaller railroad states. I added some more information on the National Association of Railroad Passengers page. My question is, when does a stub become not-a-stub? Can anyone make that decision? Is this page ready to be not a stub? Thanks.

Lehigh Valley Copyright Question

I've started improving the LVRR article with information both from memory and several very useful websites, part of that 'be bold' mindset. However, before I went any farther, I wanted to make sure that what I was doing fit within Wikipedia's copyright policies. After reading those, I thought that perhaps anything I pulled from the two listed sites might be in violation of copyright. However, I'd appreciate your commentary on it.

I had also planned a brief listing of the LVRR's later diesel locomotives (i.e. the ones I knew about for a fact) and their Apollo/Mercury services, but invariably, references or "verification" of this would come from websites, which may or may not have the proper permissions granted.
