  1. It is better to keep the terminology in the article Netherlands consistent with the article Kingdom of the Netherlands.
  2. "constituent countries" is also the term used by the Dutch goverment: [1]

It is what you want to tell the reader.
Both articles have a different scope.
If you talk about the Kingdom of the Netherlands it is a main issue to state that it is a constitutional monarchy.
If you talk about the Netherlands it is a main issue to state that there are four constitutional countries.
Both uses of constitutional are widely recognised and accepted.

It looks that you are (now) mixing up "constituent" and "constitutional".
When talking about the Kingdom of the Netherlands, it is important to state that it is a constitutional monarchy consisting of four constituent countries.
When talking about the Netherlands, it is important to say that it is one of the constituent countries in the Kingdom of the Netherlands. And that the constituent country "the Netherlands" also has parts in the Caribbean.
