I am a bit confused where I can find that a Follow-on Offering is INCORRECTLY called a Secondary Offering. It seems to me that both can be used interchangably. Where is the definition that one is right and the other is wrong?

According to Investopedia there seems to be no real difference: https://www.investopedia.com/terms/s/secondaryoffering.asp https://www.investopedia.com/terms/f/fpo.asp
