There's probably nothing you can do about that. Wikipedia has very strict standards for the photographs you are allowed to upload, and just because you found a photograph in a book you personally own, it does not mean Wikipedia has the legal right to host that photograph.

You can check out Wikipedia:Non-free content for more information. There's a section there on photographs. Honestly, based on the way you described the photographs on Henry Kissinger's talk page, I would assume the photographs you want to add would likely not be acceptable for Wikipedia.
