Please read WP:FUR, Wikipedia:Non-free content criteria and Wikipedia:Non-free content criteria. It's not that a fair use rationale was missing, it's that because the images are so similar (one word crossed out and replaced with a slightly different word and the background is a different colour) fair use rationale does not apply. This goes against several ideas, minimal usage is one. If you insist on re-adding it, and you have every right to do so, I will raise it at the appropriate location and let a larger group decide if I'm interpreting these guidelines and policies correctly or if you are. The image description page currently specifies that the image is non-free and may only be used on Wikipedia under a claim of fair use. However, the image is currently not used in any articles on Wikipedia. If the image was previously in an article, please go to the article and see why it was removed. You may add it back if you think that that will be useful. However, please note that images for which a replacement could be created are not acceptable for use on Wikipedia (see our policy for non-free media).
