Hi there.
When you leave messages, please remember to "sign" your name, by putting ~~~~ (four tilde signs) at the end. This will add your name, and the date and time.
You don't need to get approval to make changes; the whole idea of Wikipedia is that anyone can edit.
Having said that, If you did want to discuss an article content (either to propose a change or ask the advice of others), then the place to do so would be on the articles discussion page - for example, Talk:Diabetes mellitus.
Regarding this specific suggestion, I suggest that you check the external links policy, and see if you think that it is appropriate. If you do think it meets that policy, then go ahead and add it. If another user objects, they will remove it - and at that point, you should stop and discuss it with them and other users, to form a consensus - please read WP:BRD.
