Orphaned non-free media (File:Elaziglogo.jpg)[edit]

Thanks for uploading File:Elaziglogo.jpg. The media description page currently specifies that it is non-free and may only be used on Wikipedia under a claim of fair use. However, it is currently orphaned, meaning that it is not used in any articles on Wikipedia. If the media was previously in an article, please go to the article and see why it was removed. Why does one get redirected to Karakoçan when one types Elazig? It doesn't make any sense because Karakoçan has nothing to do with the city of Elazig. At least it should redirect to the whole province and not to a district only. Can someone please fix this.
