How often are External Links not at the end?[edit]

The language at WP:Layout got changed within the last 12 months to say that guidelines are agnostic on where the EL section should be, which contracts both WP:EL#External links section and WP:MoS. There has been a vigorous argument at WT:Layout about how to proceed. What's your (or your bot's!) experience with this?
