Agca was criminally insane!
[edit]This was the finding of the Italian court that tried him, and in fact was held at the Psychiatric facility of Regina Coeli! Please check news sources around the time the Pope visited.
Also, at the time of his release from Italy, prior to returning to Turkey, Italian authorities made an unprecedentd appeal for clemency from Turkey, by recommending that he be brought to another psychiatric prison in Turkey, as Agca was in a 'fragile' state of mind, and releasing him to the general prison population might undo the years of therapy at Regina Coeli, where he was, per all reports, a 'model' prisoner. I have always suspected Pope John Paul II was behind this, and this article says it. [1]
