Okay, I see what's going on here. The old MOFAT link in the article was broken for me (it didn't show any numbers), so I went to [1] (the Overseas Korean Foundation website), which was giving the 12,656 number. Thanks for the new link. That 13,700 number also seems to be from 2007 as opposed to 2008 --- quite surprising to me that MOFAT and the OKF would publish different numbers from each other for the same year. Anyway, unfortunately, since anyone can edit Wikipedia, we have a big problem with people coming in and randomly messing around with the numbers, so I was being paranoid.
