Function overview: Help facilitate in creating a new wiki website (something similar to an open source version of translate.google.com) except that it will do more and it will use langlinks to help w/ translations.

Edit period(s): I'll be doing a mass upload at some point (I'm making audio recordings of each word) and I'd like to upload them in batch back to wiktionary. I've already talked w/ the wiktionary admins on irc.

Function details: most things I'll be able to do with dumps, except the batch audio uploads. I want to get a list of all pages w/ no .ogg file. I'll be grabbing one image per title (the list of words will come from wiktionary). The langlinks I'll be getting from wikipedia.
