Rules for submitting evidence[edit]

I posted a preliminary header, based mostly on that used on Requests for Arbitration. The only significant difference is that I do not think that we need to put a hard limit on the length of evidence, but I emphasized brevity very strongly. Obviously, if it gets out of hand, we can deal with it on a case-by-case basis. I definitely think that we should disallow direct replies on the actual page, but one thing I thought would be useful on Arbitration cases would be allowing Arbitrators to directly ask questions about submitted evidence.
