Is there any reason for alluding to but not mentioning Somaliland in the description?

This part of the description of the contentious topic: "adjoining areas if involved in related disputes" clearly alludes to Somaliland, as there are, as of 2024, no border disputes in the countries mentioned in the description except relating to Somaliland. I think it would be easier to just put "and Somaliland" instead of "and adjoining areas if involved in related disputes", because it's what the part is obviously referring to. No, it's not a UN member state and has almost no recognition, but it's just far more convenient to mention it directly.
