Full name is Hermilando “Ingming” Duque Aberia, born on 14 January 1960 to parents Hilario Aberia+ and Maria Luz Duque+ in Maydolong, Eastern Samar, Philippines.

He is a social development worker by training and profession. He has worked in organizations (both government and non-government) that assisted poor communities in their struggle for equitable access to public goods and services and economic opportunities. He engaged communities in processes that helped them become more aware of interlinked issues that impacted their lives, and to harness that awareness into an increased capacity to engage with government and development partners to address their development needs.

Associated with his mission to be of service to poor and underprivileged communities is a string of employment and consultancy "gigs" with several international organizations such as the United Nations Development Program, International Labor Organization and Asian Development Bank. He currently works for an assignment at the Asian Development Bank as National Governance Consultant.

He holds a master’s degree in Development Management from the Makati-based Asian Institute of Management.

Ingming Aberia has written several books, most notable of which is Miracles of Quiapo[1]. He writes a newspaper column at the Manila Times.[2]
