Your lead is strong and gets right to the point, setting the event in time and place and connecting it to the bigger movement. The structure in general flows well, and I think it's a good idea that you included all of the resolutions that were adopted by the convention members. Your tone is neutral and the article is balanced with reliable sources. If I had to make a suggestion, I'd say maybe showing what was voted on that wasn't adopted by the congress would be beneficial.
