North Dakota and Wyoming[edit]

Just a question, why do North Dakota and Wyoming not have BID? I get that they are rural, but so are states like Idaho and Wyoming. Really interesting topic! I actually just found out that North Dakota passed a bill in 2011-- adding it in! If the remaining states do not have the authority to have BIDs, it would be just by state statute. I'm going to check on the other state that was listed and may have to make a change. Thanks! Japayseur (talk) 21:40, 29 April 2013 (UTC)[reply]

Non neutral point of view[edit]

In the background section, it is written that BIDs are known from the 'success' in New York. This appears to not hold a neutral position. I would state that they are "...noted after their transformation of Times Square..."
