Holodomor Memorial Day commemoration in Ukraine

Source: “The legislation, Private Member’s Bill C-459, was the initiative of Member of Parliament James Bezan (Selkirk-Interlake, Manitoba). It also established a ‘Ukrainian Famine and Genocide (Holodomor) Memorial Day’ that is to be marked annually on the fourth Saturday in November, coinciding with the National Day of Remembrance observed in Ukraine in accordance with a presidential decree issued in 1998.” —Ukrainian Weekly, 2009-01-11, p 5 (PDF).

New enough (Nov. 27), long enough (couple thousand words), fresh enough. The hook could be a little punchier (perhaps "observed in both Ukraine and Canada"), but it suffices.
