Khwar Abd Allah Protocols[edit]

The Khawr Abd Allah or KAA Protocols were developed by the British Royal Navy in 2008 during their tenure in command of Combined Task Force 158 and under the command of Commodore Duncan Potts. The non-legally binding protocols were designed as a deconfliction and de-escalatory measure in order to build confidence between the Kuwaiti Navy and the Iraqi Navy in the Khawr Abd Allah waterway. They were developed and mediated by Major David Euan Hammond Royal Marines, the naval legal advisor for CTF 158. It was envisaged that the protocols would provide the basis for long term development of bilateral relationships and eventual determination of the delineation of territorial waters. On 11 November 2008, the protocols were historically signed at Kuwait Naval Base [www.usnwc.edu/getattachment/16048719-a2e3-4107-bbff-b0fe0b64e1e4/03-Stich-(RELEASABLE)] and were reported the US Congress within the 2009 Measuring Stability and Security in Iraq Report [www.defense.gov/pubs/pdfs/Measuring_Stability_and_Security_in_Iraq_March_2009.pdf].
