Fish or fowl?[edit]

From the stub that's here so far, it's not clear whether this is a 'process', and organization, or both. If primarily an organization, perhaps the article should be renamed Montreal Process Working Group. If primarily a process, perhaps a section can be added on the Working Group. Thoughts? suggestions?
