Even if you took a liberal worldwide view, he more than qualifies as a WP:PRIMARYTOPIC. No, it not recentism, the subject has been in the league for 13 years, and most will agree his level of play over the past few years has dropped, nor has he done anything highly newsworthy to spike interest.
